Why is the calcium ICP standard in 0.1% HNO3 instead of the more typical 2%?

The acid matrix is the primary determining factor for shipping classifications: 0.1% HNO3 is classified non-hazardous whereas 2% HNO3 is classified as hazardous. Non-hazardous shipments are significantly cheaper for the customer. The difference in HNO3 content has no affect upon the chemical stability of Ca in these standards.
